you just need to weigh up the pros and cons and make your decision that way. none of us know him and none of us can really tell you if you should go out with him. think about it, whether you think you will be happy going out with him and whether you think he will treat you right, etc. then make your decision then.

My general rule of thumb for this kind of situation: Most guys deserve a first date. Some deserve a second. Few deserve a third. ;)

If you're interested in him, my advice is to go ahead and accept. However, be a little suspicious. Expect him to treat you and your friends nicely, and be ready to dump him if he isn't. He may have his own reasons for acting like a jerk most of the time, but actually be a nice guy underneath. Or he could just be your standard one-dimensional jerk. Either way, I think it's a bit harsh to not give a guy at least one chance.
