Hm, pretty simple

bi-curious = straight, a litttlllee bit attracted to same-sex

bi-sexual = dictionary time! Equal attraction to both sexes

Bi-Sexual - You like both sexes but it doesn't have to be equal attraction, you can like girls more, guys more, or like both equally

Bi-Curious - Your straight but your curious about the same sex but your not sure yet.

I always thought that whenever 'curiosity' was part of it, that meant 'unsure'.

Bi-sexual would indicate that there's some certainty, that the person is equally attracted physically and emotionally to men and women.

Bi-curious- One who is physically attracted to the same sex but unsure of their orientation

Hmm I think you don't have to ONLY be physically attracted to the same sex to be bi-curious. You could be emotionally attracted to the same sex but not physically or you could be a little bit emotionally and physically attracted to the same sex but still be unsure. I think it's really just what that specific person feels like he or she is.
