You know, I used to have a real problem attracting the guys I wanted too. The guys I attracted either had serious personality defects and/or they probably shouldn't have been dating because their mental illnesses weren't even close to being under control. I eventually figured out that the guys I liked weren't interested in me because I wasn't flirting with them of all things. (The guys that were interested in me, on the other hand, mistook my kindness for interest.) I'm not shy, but flirting still seems kind of awkward to me for other reasons, but I found something that works for me. I stare at them until they notice that I'm looking, then I quickly look away as if I'm embarassed that I got "caught". It usually doesn't take a guy very long to reach the conclusion that probably like him, and if the interest is mutual I get asked out. Now that might not be your style, but I'm sure you can find a million and a half ways to drop little hints for the guys you like, and once they're pretty sure you like them they'll start considering asking you out.

^^ I think what she's saying is find a way to make your crush notice that you like them without making it too obvious. Drop subtle hints, rather than just blurting it out. Make it obvious that you like them, without making it too obvious. Something along those lines. And also that there are a whole bunch of different ways to get your crush's attention; a wink, a stare, looking away, flat out flirting with them, etc...
