well duh, no. Your dick isn't born "cut", that's why we call it "cut", the foreskin is cut off by the doctor. Everybody is born with a foreskin, no matter how short or long it is.
The only exception may be minor disorders where the foreskin wasn't fully formed, or a gene was malfunctioning; but having a foreskin is definately not a hereditary trait.
