Well when im erect my foreskin doesnt come back,
and i have small spots on my dick, i aint sure if its hairs that are coming in or what.

but why doesnt the foreskin come back when im erect,

could it be iv not deveolped yet, but i must have im 16 nearly 17

and my penis head is very sensitive is this normal ?

Well to be honest Im circumsized so Im not sure about the foreskin although I've heard it doesnt loosen up till later in puberty, Everyone develops at different points in life dont worry, and yes the nerves in the penis are connected to the head which makes it very sensitive.

well ok im uncut and its the same for me, thoses dots are hairs, u cannot pull back ur foreskin cause its to tight to fix this u just have to pull backgradually, and yes it is completely normal for ur head to be sensitive

1. no, foreskin coming back is not a developemental trait. its how flexable the skin is.

2. yes, its not used to being touched, its like premature baby skin. touch it a little bit untill its a bit more of a pleasureable feeling.

3. the dots are probably Pearly Penile Papules(harmless)

The foreskin pulling back or not is a developmental trait, although not something everyone goes through. A little stretching in the shower will fix it. See, "My foreskin looks tight," here:

The small spots could be Fordyce's spots or hair follicles, the latter only if they are lower-down. Either way, common, harmless.

Penis head sensitivity is normal too. If it's super-sensitive, run water over it when you shower. Otherwise, exposure and masturbation will reduce it some. Obviously you don't want to totally desensitize your penis.
