Due to your age, its more than likely the stage your at.
Puberty happens in different stages, so some may have pubic hair first, others may ejaculate first.

Nope nope nope. Shooting generally falls on how horny you are and how much sperm you have saved up. Age doesn't really play a role, other than the fact that you prodice more semen at a later age.

I always asumed that it's down to how far you are in puberty.
Since you are only 13 you are probably not developed enough yet, even if you do have some pubic hairs, you still may be not developed enough.

And I always asumed that the reason you may/may not be able to shoot is down to your body. I can't shoot dispite the fact how 'horny' or how long i leave masturbating.
Some people can shoot, others can't. It's genetics I believe. And it doesn't matter if you can't shoot, as long as you can produce sperm in the future.
That's how it is i think. Tell me if i'm wrong.

Try this: dont jerk off for a week or 2 (if you can!), when you finally do ejaculate after all that time, you will probably shoot a lot more

Well puberty plays a small role in whether or not you shoot. Mainly like what Lemonade said, the farther you are in puberty, the more semen you produce but its mainly on how horny you are, while how much semen you have will probably determine how MUCH you shoot.

Anyways, you just aren't fully developed yet. The proper muscles and such are not strong enough to propel the semen. Give it a year or something and you will be able to shoot.
