Why don't we have color in the shoutbox?

Yes, you can still use the BB code have have colored text within the shoutbox. The reason why the button for color was taken away was to discourage constant use of different colors. If we had the button back, the shoutbox would constantly look like a demented rainbow. And no, that would not be cool.

If you need to highlight some message, then you can with the BB code, but otherwise, there's no point to have different colors within the shoutbox.
