in general if you are skinnier it is not bigger per say, but it seems biger because there is less fatty tissue development around it which gives it a smaller appearance.

And still this data may not be right, I am 6'4'', shoe size 14 and I have like a 7'' max, so I don't htink there is much of a correlation
