Everyone grows and matures at different rates, so you can't really say anything is "normal". But this isn't abnormal either. I think at this point you're just fine and you just have to wait a while for your body to develop. Have you tried masturbating? Because that's a good way to figure out if you can yet.

If you just can't,you'll just have to have some patience and wait a little bit. It will come in time. ;)

You are totally fine at this stage if you have not ejaculated as most guys who are not late bloomers tend to experience their first ejaculation between 11-14. As long as you can get an orgasm you are getting most of the experience anyway, and there is absolutely nothing wrong with you for not having ejaculated thus far. Keep in mind that there are guys who are as old as 16 who have not experienced their first ejaculation, and you definitely are not in any trouble if you don't ejaculate until then.

A good sign that you are getting close to having an ejaculation is that you will see pre-cum come out of your penis which is a fluid that lubricates your urethra to protect sperm. Pre-cum comes out before an orgasm and is usually clear and sticky.

Basically, don't worry as you are fine and are completely normal. Don't feel bad if other guys are more mature than you right now as your time will come.
