You just need to have patience. You started puberty later than most others, but you'll soon catch up. The average penis size is around 6 inches, so you're not far off that anyway. Plus not everyone is that big. You're voice may eventually get deeper as you mature.

Don't worry dude, time heals all wounds, in this case your non-puberty wounds.

No, there simply isn't. You just have to wait.

No there is no way to speed it up, you're not that far behind actually, and I'm sorry, but what is your grade in English?

It is a super hard thing to be a late bloomer especially for guys. I am sure that you must get comments from friends and foes alike about your physical state, and there is no question that those comments hurt a lot. However, the fact remains that you have started puberty which is a great sign. While most guys start puberty around 12/13 the fact remains that there are quite a few guys who start puberty at around your age. I would not be surprised if either your Mum or Dad were late bloomers themselves, and I would definitely ask them on how long it took them to catch up to others.
To answer your question directly, sadly there is no way to naturally speed up puberty, and the only thing you can do right now is to have good nutrition (www.mypyramid.gov), keep active in moderation, and maintain good hygiene.
If this means anything, I have had two cousins who were exactly like you, and they started puberty around 16 themselves. Late bloomers really catch up pretty fast, and my cousins changed a lot within one year. While they are still growing into their 20s the fact is that they had very steady progress. You might not achieve your full height, body mass, or even body hair by the time you graduate from high school as puberty is a 4-5 process. However, you won't look like a little kid either, and you will be a work in progress for a couple of years. Don't worry as you are just as masculine as anyone else out there, and you don't need to be as big as a sequoia, have a penis as big as a Buick, or be as hairy as sasquatch to be considered a man. As long as you are mature in your mind, then folks will respect.
My final word is that if you are concerned about dating in light of your size, then such a concern is understandable. While physical looks are important to make initial contact the fact remains is that if you have a great attitude, good personality, and are an otherwise good person, then girls will prefer you anyday over a full grown guy who is a jerk.
Remember, a positive attitude goes a long way to solving any problems. Seek reassurance from your family above all else, and if you have an older brother or sibling, then talk to them as he/she can help out a lot when it comes to self esteem issues.
