For better or for worse there is really no way to generate hair. Hair can only develop with the presence of androgen sensitive hair follicles. You cannot create something that does not exist as you need to have the hair follicles present in order to have viable hair.

Don't think that you are any less masculine because you don't have body hair. If anything, body hair is a big pain, and be thankful that you don't have to deal with it for now as it is just one more body maintenance issue with which you have to deal.

You need to keep in mind that genetics and ethnic background, to an extent, do play a role on how hairy you get. You should look at your Father and older brothers (if you have any) to see how hairy they are as your development will probably mirror their growth. If you are really feeling self-conscious about body hair, then ask your Father when he started getting hair as that can be a good yardstick as to when you will start growing.
