As the others have said, being curious is a normal part of puberty as you probably want to ensure that you are developing normally in relation to others. However, being curious does not justify your violating other's personal space and privacy, as mentioned above, and it really is inconsiderate to look over at someone during a private moment.

Nobody really cares, it could be considered a compliment - just don't stare for more than a second or make it really obvious/look sneaky.
But yes, it can be considered an invasion of privacy and some people will take offence to it.

It's normal but it's not really ok if it's a usual habit, what if you get caught while doing it in school? Don't moan if people start accusing you of being gay.
As long as you don't do it all the time and it's not a habit, then it's fine, you should grow out of it anyway.
