To be frank, you cannot create something that does not exist as your body needs to have the physical ability to produce semen. At least you can masturbate and orgasm which is a good first step, and you will be able to ejaculate in time. You just have started puberty, and you might need a couple of months in order to actually cum. Well what you explained here is a dry orgasm. If you want t be able to ejaculate you need to keep masturbating. It sounds likes your brother is an early bloomer and you are a late bloomer.

Just hang in there puberty doesn't happen over night. At 16, since you are a late bloomer you might notice things to happen real fast one your body starts to mature. One ting you need to know is that every body is different and matures at different rates.
