ok my names bradley and im 16 and I don't think I've started puberty yet. Im 5'4 and like 110lbs. I only have a little hair on my legs but I don't have any body hair or pubes yet. My penis is about 2-3/4inches when its hard. Is that average for like someone that hasn't started puberty yet? I also just had my first orgasm but nothing came out...is there something wrong?

I would definitely say nothing is wrong, and you are simply a late bloomer and nothing more. While most guys start puberty in the 12/13 year old range seeing guys who start at 16 is really more common than you think. I have had two cousins start puberty at 16 and who were exactly like you. Don't worry as you will catch up with everyone quickly as late bloomers tend to grow pretty fast. As long as you felt good during orgasm then that is a good sign, and you will mature pretty soon. Getting an orgasm is usually the first step to eventually becoming sexually mature. You cannot produce semen if your body simply does not have the ability to do so. It seems like you just have started puberty, and you might need a couple of months to mature enough to produce semen. I would give yourself until January as you most likely will start producing something by then based upon your rapid development.

You and your brother are totally different people, and it is really not uncommon at all for late bloomers to have younger siblings who mature at an average rate. Don't feel bad that your brother is producing semen and you are not. Actually, I think you had posted on here that you are having wet dreams which means that you are producing semen but just can't make yourself ejaculate consciously. Masturbating takes practice, and my guess is that you are focusing so much on trying to cum that you are loosing focus when you jack off. Perhaps the following tips can help you:

1. The use of lube is a good way to stimulate your penis especially if you are circumcized (meaning that you don't have a foreskin). Lube reduces friction between your hand and your penis' shaft, and good household lubes to use include body creams/lotions, vaseline, or even baby oil. The best lubes to use are actual sexual lubes that you can get from any drugstore, but never use soaps, detergents, shampoos, or conditioners as lubes as those things will definitely irritate your penis. I would definitely not go any further than what you both are doing now as things will get really weird. It is cool that you and your brother are close, but just make sure that you both set clear limits on your activities.
