I had a problem with pulling back my foreskin and now a month later i can pull it back bacl but theres something really really weird theres like a red little blood vain, looks like a vain or something that looks like that .and it is from the center of my penis to the skin and im kinda scared to break it plz help idk what to do ..
plz someone tell me what the hells this thing is...:D

First calm down. Dont bump your thread when its only been up for 10 mins.
Ok, there are veins and cappilaries and other blood vessels all though your penis. If you think one is too close the skin then there is really nothing you can do about it. I am sure a doctor won't just remove it. So if you want to not break it then just masturbate somewhat gentally and if you see it breaks then go to the doctor straight away. Otherwise, you should be fine and the blood vessel should be fine.

Mike! Relax, what you're seeing is called the frenulum, it's the piece in the middle there up near the head, on the underside. It's normal, it's supposed to be there, and you shouldn't try to 'break' it.
Also, there are a couple of very prominent veins visible thru the foreskin (as an FYI, the foreskin is the thinnest piece of skin on the body, it is merely one cell thick, and probably is more accurately an elastic membrane!), these veins are normal, even of they sometimes look a bit purple.

i have a question! how come when ever i swim in really cold water that red vein is a bit thicker than usual?

It's not 'thicker', it's the 'skin shrinking a bit in the cold water, so the underlying vein looks bigger.
