1. The girth of an object is a measurement around it. Penis wise, its the measurement around the thickest part of the penis.
2. Anyone can masturbate. Do you mean you can't ejaculate semen? That's OK, it just means you aren't mature enough to produce it. It will cum in time.

that is VERY different from "i can't masturbate". That's like saying "I can't type" but really you can, just not very fast.

Ok so you don't ejaculate. If you have an orgasm then great! if you can't ejaculate, meaning no cum coming out, then that's normal, because your body proabably hasn't developed enough yet to have the ability to produce cum. You will be able to cum in time. Puberty takes time.
