do you go to school with her? do you have anything in common? invite her over to do something or if you go to school with her ask her if she wants to study with you.
There are many opportunities to get to know people you just have to have the courage to ask them :)

Well, how much is the age difference? If it's more than a few months, if she's in another grade, it might cross that unspoken adolescent boundary that sorta forbids that stuff. As you get older, age differences don't matter, but now they do, so you might need to define your relationship in a way that doesn't make what you're doing not OK.

People of any age can be friends, you just have to define it in a way that makes it OK. If you can be her friend without making it too 'heavy', then it should be OK. Otherwise, you'd need to have a talk with her and see if she's OK with it.

Ok, here's one way...
Ask her to go somewhere with you, and if she says yes, just be like "Ok cool, well, can I get your number in case I can't find you or something?"

Yes, it works every time. You wouldn't believe how many girl's phone numbers I have gotten using methods like this... lol

You can do even simpler things, like one time, this girl asked me to help her with her homework over myspace, and I told her I could help her later because I was busy at the moment, and then I said "Well, can I get your number so I can call you in case you're not on?" and she gave it to me.

Just ask her! Don't let anything hold you back!
