You are totally normal, and you could just be a late bloomer. Also, keep in mind that a lot of guys either due to genetics or racial background just don't get particularly hairy. I would not worry about your hairyness as body hair is not an indicator of your masculinity, and it is your attitude, not your outward physical traits, that determines whether or not you are a man or not.

and back to the cancer: everyone developes at different rates, so you could have pubic hair and somone else at the same age might not. and 14 is still quite early into puberty
