The guide to the reputation was read (like three time!), but it dones't explain this.
what qualifies as rep that's basicly spam? (besides the obvious of blank comments)

Blank comments aren't considered spam. In fact we have no specific criteria on what's spam because we've never had a problem with it. But I won't put it past some people to figure out a way.

The only time it's really against the rules is if someone gives you negative rep for a random thread, and doesn't leave a comment....

It's not against the rules to not leave a comment for negative rep- it's physically impossible. You cannot give negative rep without leaving a comment.
Also, to answer the question- the only real issues with rep would be if someone gave you negative rep without reason, ie "I HATE YOUR GUTS!!!!111!11ONE" Negative rep should only be given for bad posts, not personal opinions of people. Also you shouldn't give out rep for the sole person of recieving it back- so if someone gives you rep with a comment like, "I expect this to be returned!" that's bad.
