The first step is to be friendly to her, and get to know her. That may sound like a broken record, but it's true.

Usually an attraction will start up once the two have known each other for a while, if it's actually a true attraction, and not just lust at work. So don't expect to get very far if you don't know her.

If you do know her already, great, that puts you in a good position. Once you know her and she knows you, and you're friends, ask her when you feel comfortable. You'll know when the time is right to do it, you'll feel comfortable around her and if she likes you, you'll probably be able to pick up signals.

Now, there's always the chance that you'll get turned down, but don't let that get in your way. Be friendly, nice, and don't rush. Just maker your way carefully and you'll get there eventually.

12 times? That might be part of the problem here. What you're doing is being unsuccessful and then turning around and finding a new girl and asking them out instantly. It's not going to do wonders for your reputation, and plus you're not really getting to know them. As I said, take the time to really become friends with the girl before you ask them out, or of course it isn't going to work. You can't rush these things.
