I assume this is about making personal websites. I'm sending this to TJP.

Well, there are a few things that you have to take into consideration.
1. You need a forum board. If you want one that's free then make one on myfreeforum. But, there are many other ones. But, myfreeforum would be the best free one. If you want one with advanced features then go with vBulletin. But, you have to pay.
2. You need domain hosting. Domain hosting is absolute key to having a forum. It gives you a better server and database than on a forum maker that has ones that must be shared.
There are also many other steps to take into consideration. But, if you are a first time forum creator then I would suggest something that's free. Once you are independant and are able to finance with credit cards then you should get something like vBulletin.

www.runboard.com is good for newbies. It doesn't cost anything and it gives you some experience with your own forum. Don't expect many users though, unless you plan on inviting rl friends or people from here to join, because most forums on runboard don't get a lot of attention/traffic. But yeah, its free and relatively simple, so its a good place to get started. You can just make a crap forum and fool around with things. Get someone else to join or create another account and join and fool around with setting someone up as a mod or admin and making titles and stuff like that. Its just kind of a way to get used to all that stuff. Making a real forum is a lot more work and costs money, so runboard is kind of place where you can just get a start. myfreeforum isn't bad either, though I have limited experience with it, so I don't know too much about it.

Personally, I think Free Forum makers are a rip off- usually they stick ads on there, but in the end they dont let you control the site.
If you ever wanted to upgrade to vB you would have to ask for the MySql database txt and the forums, then you would have to go into config.php to edit the MySql databases.
Much easier to get phpBB3.0.2.zip from the phpbb3 site, and unzip it, and if you need help ask in the forums there.
