exercise would be good. i've heard somewhere that when you begin to lose weight when you exercise, the first places where fat leaves the body is from the face and arms, so that could very well work.

If it's your arms that you're mainly concerned about,
Find some exercises that focus on the shoulders, biceps and triceps.
You already have free-weights I'm assuming?
If that's the case,
Have a certain amount of sets and repititions that you complete when you decide to work out,
Such as, let's say, 3 sets with 15 repititions every day on 15 pounds.
Gradually increase the weight, sets and repititions as you see accordingly with your progress.
I use my dad's Bowflex from time to time like this and it works pretty well.
You'll notice the results in a few weeks.

There is no way to target fat in a particular spot on the body. If you want to burn fat the fastest way is to get aerobic exercise. Lifting will also burn some fat, but not as quickly.
