Did you only start bleeding when you used the cream? If so, stop using it and the bleeding should stop.

Is the white stuff puss? What type of infection do you have down there?
When did it start?
I think you need to stop using the cream now and maybe think about seeing a doctor.

If you shave down there, the rash may be razor burn. I would suggest keeping a seperate razor for that, so it doesn't dull quicker form being used on your legs as well, as using a good shave cream and some lotion afterwards. If that's not the case, just make sure you're changing your underpants regularly and all that, especially if you frequently have discharge down there. Discharge is normal (unless it looks green-ish or has a strong or offensive odor), but I would recommend wearing pantiliners if you're noticing much more than maybe a pea-sized amount every day, so you can toss those out and not be sitting in damp panties (which, actually, can cause a rash similar to diaper rash sometimes, as can sitting in a wet bathing suit all day after you're out of the pool/home from the beach).

As for the blood, how much is it and how long has this been going on? I see you started this thread on Monday, was that the first day? If you haven't had your period before, it can be hard to tell the first time, but some tell-tale signs are bleeding that lasts a few days before tapering off (it may not be very heavy your first few times, but it should be more than a few drops), possibly cramps, and all those other menstrual symptoms you hear about. If, in the end, you're still not sure, just wait a bit. Within about 1-6 months, you should get it again, and then there's pretty much no doubt.
