Well from the sound of things. You're what is known as a late bloomer. No you're not a flower, it's just that you have started puberty later than is the norm. YOu don't have to worry about it though, we all finish puberty and we all go through it, just at different times, everyone's different. The fact that you said you can't cum and your penis is small means your a late bloomer.

There are two things possible.
A) You have not masturbated far enough to orgasm.
B) You simply are not able to come.
If you would masturbate until you orgasm there may be a chance you can come but you just haven't done it before. If it's not that then you are physically not able to in which you just need to wait it out.

Don't worry about not being able to ejaculate because, as the others have said, you just might not be developed enough to do so, yet. There are guys out there who are as old as 16 who have not ejaculated, and your situation is hardly unique. The fact that you are getting pubes and have the ability to orgasm are all good signs. My guess is that you will probably gain the ability to ejaculate within the next year, and your current situation is temporary.

I would say that your current situation does have its advantages in the sense that at least when you masturbate you don't have to worry about cleanup or refractory periods like guys who have wet orgasms.
