Are you sure it's urine coming out? It would be hard to tell in the shower, when it is washed away instantly. The water drops hitting your penis feels very vibration-y, so I would suspect it's just giving you the same effect masturbation would. I would have to say it is cum.

The only other explanation is that the force of the water (if it is a more forceful showerhead) is just putting pressure on that area and making you feel the need to go? I kind of doubt it, but only explanation I can think of.
