If it constantly hurts, then you should go to a doctor immediately.
Frankly, if anything constantly hurts you should go to a doctor immediately.
But especially vital organs like your penis.

Well if you ever want to have kids, which i would say 99% of the population does, or even ever have sex, then it is pretty vital.
Plus, a hurting penis can be a sign of other internal harm.

My guess is that there is a possibility that you are going too rough on your penis when you are masturbating. If your pain has come up after you masturbate, then you might want to invest in some lubes like sexual lubes that you can get from most drugstores or skin creams. Just don't use soaps, detergents, or hair care products as lubes as all of those things will cause burning in your urethra.

If your problem has more to deal with your urethra or bladder hurting and if masturbation is not the source of your issue, then there is a chance you could have an urinary tract infection. It is best that you get evaluated by a medical professional as soon as you can as Urinary Tract Infections can become serious. If you are embarrased to talk with your parents about the issue, then simply say that you have really bad back pains or stomach pains as a way to get into the doctor's office. Once you are in the doctor's office, then be totally honest with him/her about your concern. It is also totally appropriate to ask your parents to wait outside while you are in with the doctor.

i still don't think i would call it a vital organ as its not vital to your survival.

But to the op...you should go to to the docktor that is not a good sign...
