well you have answered your own question here mate. it varies from person to person because we all develop at different times in different orders and at different rates. it would be so hard to give an average because of all these varibles, but the fact that you are developing pubic hair and stuff shows that you are on the way there.

I think that your real issue is that you are probably wondering why you are not ejaculating regularly since you have gained the ability to do so. You need to keep in mind that ejaculating will be pretty hit or miss for the first couple of months from when you started cumming, and it will take a little while for your body to keep up with the demands you place upon it. However, within a year of your first ejaculation you should be able to cum regularly without much, if any, problems.
