well i'm thinking during sex its probably well lubricated while if you are doing it yourself it may not be. that wouldn't help.

It doesn't actually 'burn', there's no damage being done, what you're feeling is the sensation of your hand against the head. The head of the penis is very sensitive, and wasn't really designed to be stimulated by your hand, so when you do it, it reacts by feeling that way.

I agree with Stephen, you probably have lubricants during sex, but not as much during masturbation, so it hurts when you rub your hand against it, because of friction.
If you buy lotion, make sure it's safe for down there
