My guess is what you have is semen. Keep in mind that not all guys are shooters and that you just might be a dribbler. Also, your cum will probably be clear for a while until you mature more "down there" and will be able to produce full fledged sperm. You cum will gradually thicken and turn white over a couple of months, and you might be able to shoot. However, if you are a dribbler, then don't worry as a lot of guys don't shoot.

as already said, its precum, which is a lubricant the you produce when your body thinks you are about to engage in sex. when you are developing, precum is also a sign that you will soon start to be able to ejaculate properly.
