If you touch something that's typically not touched or exposed, it will react differently to touch than something that is.

If you expose those parts, perhaps during cleaning, etc., you will be able to experience the sensation wth your hand differently than you now do.

I'm going to assume you're uncircumcised because of what you said.
In uncircumcised guys, the penis head can be extremely sensitive if it's not used to being touched, and perhaps to the point of pain. Although this is normal, you can do a few things to get rid of that level of sensitivity.
Doing things like gently washing it in the shower, touching it, and masturbating by rubbing the head, could help make it a little less sensitive.
