Is there a way to download cellphone pictures onto your computer

I don't know what service you're using...but with Verizon I just go to send a picture like in a "picture message" but instead of putting in a phone number I put in my email adress. Try that.

Some phones use a USB cable. You can buy a USB bluetooth dongle for £10 ($5).

If your phone has a microSD slot, you can use a microSD card with an adapter (either by USB or standard SD card). Insert the microSD card into your phone. Move the pictures to the microSD card. Take the card out. Put the microSD card into the adapter. Put the adapter into your computer. Copy the files.

What kind of phone do you have? If you have a text message plan it should be included in that, it shouldn't show up extra on your bill.

I know with my phone, it came with a CD in the box, I just hook it up with the USB cable it came with and find what I need.

If your phone has a memory card you can take it out put it in your camera and then do it like you would if you were getting pictures off your camera.
