Well, I'm not going to bore you with a long story about this so I'm going to make this very short.
I uninstalled my previous windows live messenger due to problems. I go make a new live account and download the messenger and I don't see any icons or shortcuts anywhere that leads to the messenger page where it says who's offline and who's online.
Does anyone know why this has happened?

prehaps you didn't check the boxes telling the installer to create shortcuts
try going to c:/program files/(your windows live installation folder) and look for the executable there (should be messenger.exe or something similar)

Ok then. I have the file in my folder. Should I run the program now?

...yes
if it fails, try re downloading the installer, and install it again

I've done that and it's still not showing up.
Well the installer is still saying that the installation is complete but I still see nothing that shows that I can access it. Seriously people! I've googled this over and over and nothing is helping.

Goto start>All Programs>Windows Messenger, and try to run it like that, i think this solves your problem, though i am a little confused, is your problem that you run the program and nothing shows up, or that you cant find a shortcut to run the program.
