Its quite common for young men to pee instead of ejaculate, it just means you cannot fully produce sperm.

While this is true, in young guys just starting puberty, or just starting to ejaculate, this valve isn't fully developed yet, and cannot close completely. So, yes, a but of urine can come out during an orgasm if you're not fully developed yet.
