I would have a warm shower and gently try peeling off the Vaseline.

Also I would recommend once its removed you must apply some moisturiser cream (such as e45)

If you can't get rid of it you might have to go see a doctor.

Buy some new vaseline. Like you said, it's supposed to help your skin. If you leave it on it should act as a moisturizer, I use the stuff all the time. Maybe it's the vaseline, or maybe your skin just needs moisturizing.

You could use lotion or baby oil as alternative lubricants. You skin usually absorbs lotion so there isn't much left, although your penis may feel sort of greasy for a while. And baby oil/body oil is very clean its a little messy getting it out of the bottle though. I use it, it feels great not to mention it leaves my penis in great shape!

I'm not sure what you mean when you say the skin on your penis has completely fallen off. This sounds very scary, but somehow I doubt it's all fallen off.

If you used vaseline lotion, the chances are you've got friction burn. The lotion is slippery at first, but it's designed to be absorbed by the skin quickly, it dries when its rubbed in. So, you were chafing yourself, eventhough you thought there was lube there. Not to panic.

Put some vaseline JELLY, a very thin coat of it on your penis for a few days and leave it alone. If you need a lube, don't use lotion (or soap), stick with jelly or oil.

Also the 'hole' (external meatus, or maybe the opening of the urethra), will get 'stuck' together sometimes after msturbation b/c the stuff that comes out will stick together when dried. If a bit of it dried in the hole, it could cause the spray you saw. Just pinch the opening between your index finger and thumb and it wil open up OK.
