Not as far as I know. You might have dry skin around that area. Or your skin could be really sensitive around there and the clothes your wearing are causing irritation. I'd probably let your parents know and see what they think.

Hmmm I have never heard of that.

As MrP said, it might be dried/dead skin, try using moisturizer next time your int he shower. If it doesn't go away, ask your parents about it.
