When you say "Hasn't grown" what exactly are you comparing it to?

I assuming '93 is when you were born, so that would make you 14-15.

Could be that you still haven't fully developed. (Actually, great possiblity of that)

like its grown about 3 inchs in like a year and a half but like 5-6 months ago it just stopped but hair still grows, yes i am 14

Yes, it is completely normal for you to get hair and be able to cum before your penis grows or your voice changes. There are many different processes going on durning puberty which progress at very different rates, and go in very different orders for some people. Some penis growth is the first thing that happens during puberty, sometimes it's the last. Sometimes, it's right in the middle. You are normal, you will grow in time. Not like me ;) I'm whizzing through mine, any way. We all develop at different times in certain area's give it a few weeks/months and i'm sure your body will catch up.
