As long as you're comfortable with it. You being 13 shouldn't matter, masturbating is fine at pretty much any age, and it's normal for kids to kind of experiment together. Just remember that you don't have to do this with her if it something you'd rather do alone.

Well, everyone masturbates, and a lot of people masturbate together.

But, what you're asking is it OK to masturbate with a 15 y/o when you're 13. That's a bit tricky, esp since you're not entirely comfortable doing it alone.

Things usually work out best, activites we do with other people, when there's commonality between them. So, doing things when you have the same experience, comfort level, skill etc. usually ensure that it will be OK (and I'm not talking just about sexual things). Consider chess, for instance. It's the most fun when you're playing with someone who is about your equal, right? Same thing with your situation.

B/c there's an imbalance here, she's older and more experienced, and more comfortable with the activity, I'd think there's more risk that you'd be left feeling even more uncomfortable with masturbation than you already are. So, it might be best to wait awhile, at least until you're more comfortable with yourself, by yourself.
