ok i need to loose like 100lbs fastish, b/c i feel my helth getting worse and not being able to move and such.
What i need from you is help with a diet plain, and i cant run...

you need help from a trainer in order to get the best results.
Start by eating healthier. I know a 425ish-pound guy that lost a TON of weight, like 50 pounds, by just eating less. "Diet" foods, like diet coke, etc, are still an unneeded source of sugar and stuff, and you need to stop eating those. Chips are a bad snack. Try fruit bars or protein bars. Umm, let's see...try to get rid of as much sugar as you can, reduce how many snacks you have through the day, and let breakfast be your largest meal, or lunch, not dinner.
Do NOT skip a meal, and if you do, skip dinner, because you need less energy at night than you do in the day.
Find fruits and veggies that you find tasty. If you don't like the taste, incorperate them into some other thing, like mix veggies with a stew, etc. Switch from candy to fruits - grapes are like little candies, once you get used to them. A key to eating healthy is to eliminate or cut down on how many bad things you eat and switch to fruits. You start to get used to the taste in place of having something full of nasty fats and goo and stuff.
Try to get in the gym and walk instead of run on the treadmill. If you go out, and it's not that far of a walk, then walk there.
Like I said, try getting a gym membership or talking to a coach in order to really help you and help you get a diet plan. Many trainers inside gyms will help you get started with helpful ideas once you join and ask them stuff.
That's all I can think of right now.

There's no way to lose that much weight 'fast'. You have to have patience, start a reasonable diet (talk with a nutritionist or go online), start slow, easy exercise, and stay with it all.
You're not just looking to lose weight, it's really a lifestyle change, and in order for that to become permanent, you have to take a slow, gradual approach. Be patient, don't get discouraged, and don't look for overnight miracles.
Good for you for recognizing what needs to be done here to take care of yourself and doing it, it's very mature and very wise.

now im 19, and im small girth wise down there like a lil larger than a thumb, when i loose weight is there a chance that it may get larger

In a way, yes. But loosing weight doesn't MAKE the penis larger. It makes it APPEAR larger.
Being overweight makes you have a lot of fat, and that fat around the pubic area can kind of "bury" the penis, so it looks smaller, and you can't use as much of it because it's buried.
By loosing fat, you can make the penis more visible (make it appear bigger), and have more of the penis you can use because it's not buried.

It looks smaller now b/c the extra weight you're carrying pushes skin out by your lower belly and pushes the skin forward on your penis, making it seem much smaller than it is. When you lose the weight, you'll be able to see more of it, so it will seem bigger.
Start a sensible diet and exercise program, and stay with it, give it a year.

Flex and IAMSAM pretty much said all that I was gonna say, but I'll try to incorporate what I can for you. Here's the steps I actually took to lose some weight.
1) Set a goal for yourself. Make sure it's something that you can accomplish, and that it's not an unhealthy target weight. Also take into account that losing a lot of weight is usually gonna be something you're going to incorporate into your lifestyle
2) Consult a nutritionist or family doctor. They can help you plan out a diet and exercise plan that's fits you.
3) Try to get a gym membership like Flex said. It'll really benefit you on your goal of losing weight. Also like he said, there's gym trainers that you can talk to for additional help.
4) If you do get a gym membership, you should start off by doing cardio and aerobic work-outs, such as:
-Running(treadmill)
-Biking
-Dancing
-Swimming
-Ellipticals
While doing this, you should consider doing them in intervals. Interval training refers to alternating difficult and easy, higher and lower intensity; and is generally considered more useful for burning fat. A good place to start is making 10% of you're work out at an intense rate/pace. You should also start off by exercising 30+ minutes, 3-4 times a week.
Important Notes:
-Never skip meals, if you do only skip dinner (reasons from Flex's explanation)
-If you're feeling hungry and it's not meal time, eat something healthy but in a small quantity. e.g salt free pretzels, dried fruit (not with additive sugars),protein bar, granola bar or mix, and so on.
-If you're planning to get abs here's some keynotes:
-You cannot get a sixpack in any way other than losing fat. Period.
-200 crunches a night will not do ANYTHING to make them more visible
-You cannot get an eightpack or twelvepack unless your genes allow it.
Don't try any extra "building"; it won't do anything.
-Take some rest from working out, don't over exert yourself because that's not healthy

Agreed. The TV thing though. I was exercising every time I was watching TV. You can also consider that.

read my previous response about cardio and aerobic exercise. You shouldn't really focus on only one part of the body because the results could make you look all buff there, but somewhere else all flabby and stuff. So just read my previous post up there and read through. And don't be ashamed of how you look, it's awesome that you're doing something about it though. Very mature of you.
