someone told me that if you start puberty a bit later than most people you might develop some things like hair an growth spurts at quicker rates

well it's true that you might, although not necessarily. You could end up being a bit small and what some would call "underdeveloped" but really, you're completely average. That goes the same for people who start puberty early, too.

although generally, most likely, and most often, if you start puberty later, you won't end up way short with barely any hair when you're an adult. You will catch up.
So the answer to your question is yes, in a way

I've seen it happen to my friend, so I think it's true. I'm not sure though.

its happened to a couple of my friends well i think because they had tons of pit hair like wen they were 15 wen they were 13 not a thing
