its normal to masturbate and its also normal not to. although a lot of people do it. there is nothing wrong with not wanting to and having reservations about doing it. when it comes done to it, sexual activity that you do is up to you only and you should only do whats comfortable for you.

the right time for sex is when you are ready both physically and emotionally, along with the person you are doing it with. if you still have reservations, take that as a hint that you're not ready. and also, you are not ready until you know how to use protection probably. to put an age on it, i would say at least 16, but thats just my opinion.

The age of consent varies by state, and in most places it's legal if you're 14 and your partner is within 3 years of age of you.

Well, people think that masturbation is fine and others think it's just gross. Most of the time people feel guilty or dirty for masturbating. It's fine to be thinking this. Just keep in mind that hormones are the ones that cause the feelings to masturbate and then to feel guilty afterwards.
