Hi I am not posting this for myself but for my friend, well girlfriend actually. My gf is fifteen and very beautiful, kind, helpful, and a sweet girl but her problem is...and I just found out it has been a problem for awhile...is that her breasts are, I guess you could say "big", for her age. C-cups actually and she gets teased alot for them, especially by the preppy, older, brainless girls...ahem sorry for that little rant. The problem is that she started developing at age nine and by age ten or eleven already had a b-cup, and she is the first in her family to do this. Her and I are close and this is the first place that came to mind for some help. I want the bullies to stop and I also want her to help understand why she developed so much so early. I implore you please help, for her sake. Thank you.

Well, even though I am not a girl, I can tell you that she was an early bloomer. The older girls obviously don't think at all about this. I would say that if she's a C cup at 15 then that would be just below the average size for a girl her age even if she was a late bloomer.
If you want the bullies to stop then both of you need to stand up and stand that ground. I'm not sure if this is much help to you but it's all I can say for now.

Yes, she's an earlier developer, which is genetic (I'd think her mom developed early, too). And as both of you are discovering, being well endowed at an early age brings with it unique stresses (as if being a teenager and going thru puberty aren't enough!).
I think maybe the best thing you can do for her is just 'Be there' in a supportive way, treat this like any other bit of emotional pain, or bad feelings she'd bring up, maybe acknowledge how difficult/stressful/humiliating it must be for her and that you're sorry and that you love her a lot. And, maybe as a joke, smile and tell her that they're just jealous (which they are, she has something they don't).

Honestly, just ignore the girls.
If you ignore the bad behaviors, they will go away.
Basic psychology.
Just be supportive of her until it does stop.

anyways, like others said, she jsut started a little earlier than most. :P she's not the first one in history

ya she is just early and this shouldnt matter at all. the other girls are just jealos so have her ignore them. also Gwyn that is pretty big for a 15 year old girl no matter where you live.

i have a friend who is 14 and has a e cup bra people grow at different rates same with guys except with guys it is not that noticible it is all normal
