ok today i went to the local pool around 1:00pm then came back to my house dried off after a while then i felt cold a a sudden then the bottom part of my body went numb so i felt all the bottom of my body and my testicles was the coldest to my body i thought it will go away but it didn't what happen:(

That's pretty weird. I've swam in cold ass ball numbing water before...but I've never had the lower half of my body numbed. Shouldn't you ask your family doctor or parents first?

I'd go see a doctor. Thats never happened to me and I swam in a river with melting snow in it and that never happened.

Cold=numbing. Lots of cold=lots of numbing. Your testicles are outside your body, in that pouch (scrotum). So, lots of cold=lots of numbing, lots of numbing=even more numbing of your testes. No big deal, this is normal.
