If your penis wasn't circumcised at birth, is it possible to do it now??? (ie. 13 years)

Yes, but i think u must get a parent/guardian to agree with your actions/wishes.

Yes, circumcision can be done at any age. It hurts alot, although pain killers help, and (mercifully!) the pain and inconvienence is temporary.

Yes you can get a circumcision when you are older. But, you should get your parents consent on this first before you do anything.
Don't try to do it yourself!

Yes, it is possible to have such a procedure done. Obviously you would need to talk to your parents and a doctor before having it done. You would also have to think it through. If you were to just do it at the drop of a hat and then regret it later, there isn't a way to go back. And of course, there is no guaranteeing that its covered by insurance if its just for pleasure or looks. Obviously as they are performing an incision on a very sensitive part of your body, it is going to hurt afterwords. As for if they use general or local anesthetics I have no idea.

biggest question is why would you want it done? I doubt that the doctors will even consider circumcision unless theres a medical reason behind it.

some doctor would just think that its for hygiene since it would be cleaner if you are circumcised and that wouldn't be a problem .

Doctor's cant really refuse if your parents and you both consent to it.
My next door neighbour got circumcised (much to our mirth) at age 13, because his foreskin had closed over his head. In this case it was a necessity to have the operation, but I wouldn't really even consider it otherwise.

doctors can refuse to perform operations. Some urologists may do this.
But I wouldn't count on them not wanting to do it if you have it covered and both parents (or if you have one parent/guardian, them) consent.
Reasons people would want circumcision to be performed:
-Hygiene
-Asthetics
-To "fit in" (preference)
-Tradition
-Medical conditions
-In some cases, to "reduce the risk of STDs such as HIV"
etc
