What do you mean ring? If you mean your circumcision mark then it's probably loose skin.

Yes, if you're talking about the frenulum
the frenulum is a strip of skin that connects the penis head to the shaft. It's a completely natural part of the body. It is one of the most sensitive parts of the body
All uncircumcised men have this, and some circumcised men have this - in some circumcision styles, the frenulum is removed, and in others, it stays
if it's a dark ring around your penis, then it is your circumcision scar
if you're talking about white stuff, maybe crusty or mushy (or just something that accumulates under there) stuff, then it's smegma. Smegma is a collection of bacteria, semen, and urine, mixed together. It's very nasty and only happens in uncircumcised guys (because there's no place for it to collect in circumcised guys). It can be easily removed by washing regularly
So you're probably talking about one of those three. It's hard to say because all you said was "things" :P
