I think the idea is that 18 year olds are 1) legally adults, and 2) more importantly, as adults, there's this assumption that they have the maturity and life experience to know that what's protrayed in porn is entertainment, not educational. What goes on, how it's done, what they say/do/etc. is scripted, it's not necessarily what you can (or should) expect in real life.

Supposedly, 18+ should know this. Younger is more impressionable because of the (supposed) lack of experience in these matters.
