i am 13 and half i have pubic hair and armpit hair but i still cant cum when i masturbate i reach an orgasm but nothing comes out and but every now and again a tiny drop of clear liquid comes out at orgasm buts it very rare is there something wrong

No, you just haven't developed the ability to ejaculate yet. It's very normal for that to happen, especially at 13, which is very early in puberty
You'll probably be able to in a few months or years. But not matter what, you're normal - some 15 year-olds can't ejaculate, either, which is also normal! I'm not saying that it'll take you that long, I'm just saying that it's still normal and you have less to worry about this early!

You are lucky. I never got to experience a dry orgasm. When I was 12.5 i was able to cum.
