well the red part is probably from masturbating to hard or if you use like soap for the lube and it gets in the (umm...i forget the name fo it) hole that could make it hurt too. the white stuff could also be cum but i dont really know why it would turn red or orange. are you sure it wasnt just the underside of the penis.

If you're uncut, then the white sticky stuff is likely smegma. Just keep washing it off. The red part could be a sensitive spot, or an irritation like close said.

Ok, if you have white sticky stuff on your penis all the time, this is a collection of everything that comes out of your penis combined (urine, semen, etc) called smegma. It's gross and if you have this, you need to wash better and more often.

If after you cum, it's either red, orange, brown, or pink, it could have some blood in it. Are you jacking off a lot? Are you jacking off a little too hard? Do you have any pain? Try jacking off less (if you jack off a lot), and try jacking off a little gentler. If this is a constant problem, try asking your doc, because your cum should never be any color that resembles blood! Stop jacking off for awhile (1 day+)

if you have a red part on your penis that isn't cum, it might be a skin irritation or rash. Take it easy, and try not jacking off for awhile. Apply some lotion (hand lotion, small amount of vaseline). If you do jack off, use a lot of lubrication (hand lotion, vaseline, etc) in order to keep it slick and not cause too much friction.
If the problem gets worse with applying lotion, stop using the lotion. You may be allergic.

You should definitly try out some lube. I used to not use it but tried it and not only does it get rid of any irritation but it feels much better.

I guess the redness on the top is due to wanking to hard. Like the others said, i think lube would help. Vaseline is the best and easiest to get hold off i believe.
