How long must I wait?

I'm 19, yet I still have not fully developed. I'll be 20 in 6 months
I have some hair, and thats about it, my voice has not cracked yet, my penis is still small.
I figure to be at stage 3, but how long is this going to take?
Is it going to be another 3+ years before i am fully a man?
