Building muscle won't necessarily burn fat. There's really no way to target fat in any particular spot on your body. If you want to really burn some fat you need to do aerobic exercise daily. A healthy diet never hurts, either; it would actually improve how well you build muscle.

Well I think those are the biceps so I'd say try lifting weights.

It would be helpful to know how old you are, as alot of younger people in particular have a build up of whats known as "puppy fat" under their arms, and in other places.

The shoulder and chest presses, as well as bicep and tricep work (Curls) will help to build some muscle tone there and aid you in lifting.

I agree with 0=, but you may not have that much fat on the underside of your arm. It may just be loose skin over muscle. My arms have a lot of muscle on them, and when a flick my bicep (like with my fingers), it kind of jiggles, but when I flex, it's very defined, and it doesn't jiggle.
And when I extend my arms to flex my triceps, that part (I know which part you're talking about - like right under your shoulder in the upper tricep region) doesn't jiggle. Really, it may just be loose, unflexed muscle and skin.

George, he is taking about the lower side of your arm, not the bicep. The biceps are on top.

As far as lifting weights for a job, what exactly is your question? Do you want a specific routine? Maybe you should ask your coach about that.
