if their hanging down that means their tryin to get cool if your sack is hard that means its bringing your testicles closer to the body to keep warm.

mine hang when its warm in the house and when i start to masturbate, but when its cold it gets hard and while i masturbate and after i masturbate it gets hard

Yes, your testicles will fall and rise to keep the appropriate temperature for producing sperm. That doesn't mean that you will stop producing sperm if it falls below or above that, it just means that you may not be producing as much. I can't seem to remember if it's 95.6 or 5 degrees below normal body temperature.
